The following is an outline of the project development process with target dates for completion.

The first construction phase of the selected alternative is in the final design process. The final environmental document has been completed in compliance with the environmental laws NEPA/CEQA. The final environmental document was circulated to the public and state and federal resource agencies. Many comments were received and Caltrans' responses to comments, the selected alternative, and reasons why that alternative was selected are included in the final environmental document.
Construction of the first phase is expected to be completed in three to four years. The total project will be done in stages beginning
with the most practical sections first, not necessarily from west to east.
